Annual Performance Review Highlights Key Achievements and Challenges in Tema’s Healthcare Sector
The Tema Metropolitan Health Directorate (TMHD) recently conducted its 2025 annual performance review, bringing together a wide range of stakeholders to evaluate progress and plan for future improvements in healthcare delivery within the metropolis. This event is part of an ongoing effort to enhance health service quality and strengthen collaboration among various actors in the Tema region.
During the review, several presentations were delivered, covering different aspects of health services, including the National Ambulance Service and Port Health. These discussions aimed to identify areas of success and areas requiring urgent attention.
Mr. Daniel Andoh, the Information Officer of TMHD, presented a comprehensive overview of the metro’s performance. He outlined three main objectives of the assessment: “Universal access to better and efficiently managed quality healthcare services,” “Reduce avoidable maternal, adolescent, and child deaths and disabilities,” and “Increase access to responsive clinical and public health emergency services.”
According to Mr. Andoh, the Tema metropolis achieved significant success in certain indicators. For instance, the proportion of NHIS claims submitted on time exceeded targets, as did the allocation of goods and services budgets to health research activities. Additionally, the ratio of midwives to women of fertile age (WIFA) improved, along with the coverage rate of HIV testing for the Prevention of Mother-to-Child Transmission (PMTCT). The proportion of functional community-based health planning and services (CHPS) zones also saw positive results.
However, the review also highlighted areas where the metro fell short. Some key indicators that scored poorly included the doctor population geographical equity index, the percentage of children aged 6-59 months receiving routine Vitamin A, the institutional maternal mortality ratio per 100,000, the institutional neonatal mortality rate per 1,000, the ART coverage rate, the TB treatment success rate, and the percentage of targeted populations attending wellness clinics at the district hospital over the year.
Mr. Andoh emphasized that the focus areas for improvement include maternal mortality rate, vitamin A coverage, stillbirth rate, neonatal mortality rate, antibiotic usage, TB indicators, and HIV indicators.
Challenges Identified in Data Collection and Reporting
Despite these achievements, the TMHD faced several challenges during the review process. One of the primary issues was the lack of timely data reporting from facilities. Inconsistent reporting practices and inadequate data entry logistics, such as insufficient computers and internet connectivity, further complicated the process.
These challenges underscore the need for improved infrastructure and training to ensure accurate and timely data collection. Addressing these issues will be crucial for the effective implementation of health programs and policies in the coming years.
Moving Forward
The findings from the 2025 annual performance review provide a clear roadmap for the TMHD and its partners. By focusing on the identified areas of concern and building on the successes achieved, the health directorate can work towards a more efficient and equitable healthcare system in the Tema metropolis.
The review also highlights the importance of continuous monitoring and evaluation to track progress and make necessary adjustments. Stakeholders must remain committed to improving healthcare delivery, ensuring that all residents have access to quality services.
Through collaborative efforts and targeted interventions, the Tema Metropolitan Health Directorate aims to address the current gaps and build a stronger, more resilient healthcare system for the future.
